padding: 0px 7px;">1</td><td width="133" style="border-top: none; border-left: none; border-bottom: 1px solid windowtext; border-right: 1px solid windowtext; padding: 0px 7px;">项</td></tr></tbody></table><a></a><a></a><a>2.  投标人资格要求</a>1)投标人必须是在中华人民共和国境内注册的、具有合法经营资格的独立法人单位,且具有IT外包服务相关经营范围，须提供营业执照复印件加盖投标人公章；由于新版营业执照无法体现营业范围，若本项目投标人资格要求需要体现经营范围，则投标人须提供商事主体信用信息平台（http://www.szcredit.com.cn/）或相关市场监督管理部门网站中相关备案情况（须体现评审内容）截图加盖公章。2)投标人必须提供近三年内（由本项目招标公告发布之日倒推，投标人成立不足三年的可从成立之日起算）无行贿犯罪记录，由供应商营业执照住所地人民检察院出具《行贿犯罪档案查询告知函》。告知函自出具之日起2个月内有效，有效期到期日应在本项目的公告日之后。3)投标人若非深圳注册的企业，必须在深圳设有工商注册的分支机构或售后服务机构。（证明文件：须提供深圳分支机构或售后服务机构的经年检营业执照复印件加盖投标人公章）；4)本项目不接受联合体投标，不允许分包；5）报名的动环监控系统产品FSU采集单元应通过国家认可的第三方认证机构的检测，并提供完整有效的检测报告证明文件。有意向的合格投标人可在深圳市国际招标有限公司得到进一步的信息。3.  投标文件的获取：供应商下载招标文件后，如确认参加本项目投标，请于2018年11月15日17时前到深圳市国际招标有限公司网上注册并报名（网址：www.sztc.com）。具体操作方法：会员登入后，点击【投标管理】——【文件下载】——选择报名的项目——填写相关信息——付款——下载文件，下载文件后即报名成功。（1）未注册的供应商，必须在深圳国际招标采购网（www.sztc.com）首页，按“投标指南”中“供应商手册”的指引进行注册。（2）缴纳平台使用费600元，具体缴纳流程参见帮助中心《平台使用费缴纳操作指南》指引。（3）本项目在评标环节进行资格审查，投标人在网上投标报名前自行核查是否符合资格要求；（4）投标人必须将“4.投标人资格要求”中要求的资质响应证明文件放入投标文件中，投标文件中资质证明文件未提供或提供不完全将导致废标。（5）购买了招标文件，而不参加投标的供应人，请在开标前3日以书面形式通知招标机构。4.  答疑事项：2018年11月15日17时前凡对招标文件有任何疑问的（包括认为招标文件的技术指标或参数存在倾向性或不公正性条款），应当以书面形式并加盖投标人公章传真或送达至我司，逾期不予受理。2018年11月16日将答疑结果在我司网站中公布，望投标人予以关注。5.  现场踏勘：本项目安排现场踏勘，时间：2018年11月15日上午9:30集合，地点：深圳市前海合作区深港青年梦工场8号楼三楼，联系人及方式：许工：0755-25103050/36668131、13798236258。（备注：因本次踏勘涉及五个机房，机房位置较为分散，考虑到前海交通不便，请各投标人自行准备车辆）6.  投标截止时间：2018年11月23日09时30分。7.  开标时间：2018年11月23日09时30分。8.  现场演示签到截止时间：无。9.  开标地点：深圳市罗湖区嘉宾路2018号深华商业大厦裙楼6楼627室（深圳市国际招标有限公司）。10. 投标方法：本项目为全流程网上开评标,投标人须按本项目“致投标人”中要求递交一份电子投标文件，同时须现场递交一份纸质投标文件（含：正本一份，副本一份）。纸质投标文件应于本项目投标截止时间之前现场递交至本项目开标地点，非现场递交、逾期递交或不符合投标规定的投标文件将被拒绝。11.我司仅接受法定代表人或法定被授权人递交的纸质投标文件。12.本招标文件所涉及的时间一律为北京时间。13.重要提示：投标人有义务在招标活动期间浏览“深圳市国际招标有限公司网址（http://www.sztc.com/）”，招标机构在以上网站上公布的与本次招标项目有关的信息视为已送达各投标人。招标机构恕不再另行电话通知各投标人。14.有关本次招标之事宜，可按如下联系方式以书面和电话等形式进行查询：<table border="1"><tbody><tr style=";height:23px" class="firstRow"><td width="494" colspan="2" style="border-width: 2px 2px 1px;
