供应商在深圳交易集团有限公司政府采购业务分公司网(http://www.szzfcg.cn)登记并经审核成为深圳市政府采购注册供应商后，于2021年04月16日 11:00 至2021年04月23日 17:30 期间从深圳交易集团有限公司宝安分公司网（http://www.baoan.gov.cn/jyzx/index.html）下载本项目的招标文件，并进行投标响应。供应商登记注册手续详见深圳交易集团有限公司政府采购业务分公司网(http://www.szzfcg.cn)。供应商如确定参加投标，首先须在深圳交易集团有限公司宝安分公司网上报名投标，方法为登录深圳交易集团有限公司宝安分公司网后点击“应标管理→投标响应”；如果网上报后又不参加投标必须在距投标截止时间1个工作日之前登录采购系统点击“拒绝”或“撤销”或告知招标机构。网上点击响应投标而未在招标文件规定的投标截止时间之前递交投标文件，且未在规定的时间前将其不参加投标的情况告知招标机构的供应商，招标机构将视其网上违规操作。
6. 投标人资格要求：
1）投标人必须是深圳市政府采购注册供应商，并在深圳交易集团有限公司宝安分公司网站上响应投标。
2）投标人必须是在中华人民共和国境内注册的具有合法经营资格的独立法人机构，需提供营业执照扫描件。
3）投标人必须同时具有：1.具有中华人民共和国自然资源部或国家测绘地理信息局颁发的测绘甲级资质证书（包含地下管线测量或工程测量专业）（提供有效期内资质证书扫描件，原件备查）；2.具有省级（或以上）主管部门(或协会）颁发的排水管道检测作业证书或CMA检验检测机构资质认定证书，检测范围包含排水管道或地下管线相关类别（提供有效期内证书及附表扫描件，证书与附表须为同一编号，原件备查）。
4）近三年无重大违法经营记录的声明（提供声明函）。
5）投标人与目前为我司做普查项目的3家公司有关联关系的，不得参与投标（提供与3家公司无关联的声明函）。
6）本项目不接受联合体投标，不允许分包，不允许转包。
7. 招标文件澄清/修改事项：供应商如对本项目招标文件有任何疑问，包括认为招标文件的技术指标或参数存在排他性或歧视性条款等，必须于2021年04月22日 00:00 前登录深圳交易集团有限公司宝安分公司网，在“应标管理→提出招标文件澄清要求”中填写相关疑问，逾期将不予受理。投标截止前将集中答疑结果及相关补充公告以网上公告方式或在系统中直接答复投标人，请及时关注。
