深圳市国际招标有限公司接受委托，就本项目进行公开招标，欢迎符合资格的供应商参加投标。

1. 项目编号：0658-18711A42288、QHCG2018031

2. 项目名称：前海管理局年度财政性资金投资项目投资额协审单位库招选

3. 项目内容：具体内容详见招标文件。

4. 投标人资格要求：

（1）投标人须为中华人民共和国境内注册的独立法人或合伙制企业或者其他组织。（提供营业执照复印件或其他证明资料复印件并加盖公章）；

（2）投标人须具有工程造价甲级资质（提供资质证书复印件）；

（3）本项目不接受联合体投标；

（4）投标人必须提供近三年内（即至少从2016年1月开始起算，投标人成立不足三年的可从成立之日起算）无行贿犯罪记录。（投标人需提供承诺函）；

（5）本次采购不允许分包和转包。

5. 招标文件发放的方式和时间：

凡愿意参加投标的供应商，可于2019年01月18日至2019年01月25日办公期间登录www.sztc.com购买招标文件（外地供应商可电话咨询有关事项）。具体操作方法：会员登入后，点击【投标管理】——【文件下载】——选择报名的项目——填写相关信息——付款——下载文件，下载文件后即报名成功。

（1）未注册的供应商，必须在深圳国际招标采购网（www.sztc.com）首页，按“投标指南”中“供应商手册”的指引进行注册。

（2）确认报名的供应商，缴纳平台使用费500元，具体缴纳流程参见帮助中心《平台使用费缴纳操作指南》。支付成功后由平台方开具电子发票，投标人如需纸质发票，系统将在支付成功后由平台方于一周内将纸质发票寄出，邮费到付。。

6. 答疑事项：2019年1月25日14时前凡对招标文件有任何疑问的（包括认为招标文件的技术指标或参数存在倾向性或不公正性条款），以书面形式加盖单位公章传真或送达政府采购代理机构，逾期不予受理。政府采购代理机构会将集中答疑结果在政府采购代理机构网站以公开发布方式发送给所有投标人。对招标文件的任何修改，以政府采购代理机构发出的通知为准。

7．本项目实行网下纸质投标文件投标。
