维修地点：中国海警局直属第二局指定地点（含海上伴随保障）。

四、投标人资格条件：

（一）符合《中华人民共和国政府采购法》第二十二条资格条件：

1.具有独立承担民事责任的能力；

2.具有良好的商业信誉和健全的财务会计制度；

3.具有履行合同所必需的设备和专业技术能力；

4.有依法缴纳税收和社会保障资金的良好记录；

5.参加政府采购活动前3年内，在经营活动中没有重大违法记录；

6.法律、行政法规规定的其他条件；

7.投标文件内要附涉密证明或认定为涉密材料的承诺。

（二）供应商成立时间不少于3年，且为非外资独资或外资控股企业。

（三）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得同时参加同一包的采购活动。生产型企业生产场地为同一地址的，销售型企业之间股东有关联的，一律视为有直接控股、管理关系。供应商之间有上述关系的，应主动声明，否则将给予列入不良记录名单、3年内不得参加军队和政府采购活动的处罚。

（四）投标供应商未被列入“信用中国”网站（www.creditchina.gov.cn）“记录失信被执行人或重大税收违法案件当事人名单”记录名单和军队采购网（www.plap.cn）“供应商暂停名单”；不处于中国政府采购网（www.ccgp.gov.cn）“政府采购严重违法失信行为信息记录”和军队采购网（www.plap.cn）“军队采购失信名单”“政府采购失信名单”中的禁止参加政府采购活动期间（以代理机构于投标截止日当天在以上网站查询结果为准，如相关失信记录已失效，投标人需提供相关证明资料）。若为失信被执行人，评标委员会将否决其投标。若在开标当天因不可抗力事件导致无法查询且一时无法恢复查询的，可在中标公示期间对中标候选人进行事后查询，若中标候选人为失信被执行人的，招标人将依法取消其中标资格。

（五）供应商须具有武器装备科研生产三级（或以上）《保密资格单位证书》（已通过审核但未取得证书的须提供主管单位出具的保密资质证明，军内单位须提供上级主管部门出具的保密资格证明），提供复印件加盖公章。

（六）供应商须列入《装备承制单位名录》且注册证书有效；尚未经军委装备发展部核准注册列入《装备承制单位名录》，但已经通过装备承制单位资格审查，或装备承制单位注册证书进行续审或扩项等相关事宜，在项目开标当日须提供军委或军兵种主管装备承制资格审查相关部门出具的已完成审查、续审或扩项的相关证明材料；提供复印件加盖公章。

（七）本项目不接受联合体投标。

五、招标文件发售时间、地点、方式及售价

（一）有意向的投标申请人可从2021年8月10日起至2021年8月18日止（9:00-17:00，北京时间），在深圳市国际招标有限公司网站(www.sztc.com)注册成为会员，会员注册事宜请咨询客服中心，咨询电话：400-616-6620。投标人登陆招标机构网站『在线报名』将报名资料上传，招标代理机构审核通过后投标申请人登陆代理机构网站『下载招标文件』栏支付平台使用费500元/包，经系统审核即可下载招标文件正式参与投标。

（二）报名时需提交以下报名资料：

（1）营业执照（三合一）或事业单位法人证书（加盖公章）；

（2）授权代表身份证明文件（法定代表人提供身份证加盖公章，非法定代表人提供法人授权书加盖公章）；

（3）非外资企业或外资成分企业，法定代表人(含实际控制人)不得为非中华人民共和国国籍或具有境外永久居留权声明书。（格式自拟加盖公章）

六、投标开始和截止时间及地点、方式

（一）投标开始时间：2021年8月31日9时 00 分（北京时间）。

（二）投标截止时间：2021年8月31日 9 时30分（北京时间）。
